All the citizens of the United States of America had rights.
The rights of all citizens were equal, but not all were treated as if they were.
It was the rights of the police officers to arrest and contain all who they saw
to be breaking laws, however they reached past the limits of their rights.

Responsibilities
It was the responsibility of the police officers to give equal rights to all races.
The officers duty is to protect the citizens, not to harm the innocent civilians.
The government was responsible for maintaining peace when possible, and
to allow all people to have their rights.
It was the local government's responsibility to ensure that the local police
were being fair to their citizens.
It was the state and federal government's jobs to ensure that all lower governments
were obeying higher laws, and to uphold the rights of all people.
